Parking Garage Design Options on Utica's Public Safety Campus

A design component of the Wynn-BUD Initiative

The Wynn Hospital is coming and at least one parking garage is planned. At the same time the Utica Police Department is in need of parking, possible expansion, and while the public heard "Utica Police Considering A New Home; Study Underway For New Headquarters", a move out of the hospital neighborhood has not been confirmed. Finally, there is a police maintenance garage and the city courts to accomodate.

Various Alternative Hospital Parking Garage Locations were shown in court records and more options are offered below.

What parking concepts best serve these needs? The Wynn Hospital, public safety facilities, sports and entertainment fans, and downtown businesses? In addition to WNPR, consider some additional concepts below...


(A) The above option separates the police station and courts from The Wynn Hospital. "Public Safety Way" has controlled access at east and west ends, only UPD vehicles may enter. Concept provides a dedicated UPD parking garage as well as a location for station expansion (7,000 sq. ft. per floor), with option for overhead walkway(s) connectivity, see yellow dashed lines. Public parking for those visiting the UPD is provided by the Utica City Court lot, The Wynn Hospital garage (and or lot), on street parking, and the city's newest lot at Broadway & Oriskany Street. Lastly, a parking structure could be added on the city court lot should demand require.




(B) Long parking garage with a new driveway provides access to all public safety buildings, they remain grouped. Memorial Wall is preserved, but walkway is truncated.

(C) Maintenance garage door access is hindered, plus building is cutoff somewhat from police headquaters. Memorial Wall and walkway are fully preserved.

(D) Maintenance garage door access is improved, however layout of garage not optimal. Maintenance building remains somewhat cutoff from police headquaters. Memorial Wall and walkway are fully preserved.

(E) Maintenance garage and parking areas are lost, but Memorial Wall and walkway are fully preserved.

(F) Maintenance garage and parking areas are lost, Memorial Wall and walkway are fully preserved, plus a surface lot for hospital/public use.

(G) Public safety campus remains intact, court house surface lot consumed and become parking garage spaces.

(H) Public safety campus remains intact, as does court house surface parking. Parking garage limited to former H.J. Brandeles site, which is now owned by MVHS (or its agent).

(I) Entire public safety campus remains intact, and police department expands. The parking garage is limited to former H.J. Brandeles site, which is now owned by MVHS or its agent.
